She succeeds Ana Benavides, who led the board of the international network of charity watchdogs for the past six years. Kloeze: “Now is the time to deepen our collaboration and make even better use of our collective strength.”
Every year, the members of Charity Monitoring Worldwide gather for the annual board meeting and to exchange knowledge. This year, CBF hosted the event and organized an interesting programme in Amsterdam. Professor of Philanthropy René Bekkers (VU University Amsterdam) spoke about trust in charities in the digital age, while Dr. Lau Schulpen (Radboud University) shared his views on government cuts to subsidies and the consequences this has for charity watchdogs.
Working together
On Thursday, the board convened and elected a new chair. Harmienke Kloeze, executive director of CBF, took over the chairmanship from Ana Benavides, who also serves as director of the Spanish organization Fundación Lealtad, which accredits NGOs and provides training in management, governance and transparency.
Kloeze has served on the board of CMW since 2021. How does she see the coming four years as chair?
“As a network, CMW is on solid footing,” says Kloeze. “Now is the time to deepen our collaboration and make even better use of our collective strength. In a time of polarization, disinformation and distrust, our data and oversight can help distinguish fact from fiction when it comes to charities. I am convinced that the sector benefits when policymakers — both nationally and internationally — as well as donors, gain a clearer understanding of the sector. As chair of CMW, I hope to play a constructive role in this.”
Laying the groundwork
Ana Benavides served on the board for eight years, six of them as chair. She is grateful for the trust the members placed in her. “But also for the work that has been done within the board,” she says. “CMW has no staff. As board members, we do most of the work ourselves. I am proud that over the past years we have laid a solid foundation for the organization. Structures have been put in place and we formulated criteria for CMW membership. This internal work is not visible from the outside, but that does not make it any less important. It enables the organization to now take the next steps.”
“A great deal of preparatory work was carried out under Ana,” Kloeze says of her predecessor. “A new name was introduced that better reflects what the organization stands for, and the doors were cautiously opened to ‘friends’. These are members who do not yet follow all the principles required of full members. But they can still join and participate in a number of activities. Ana also launched e-learning programmes for members. It is now up to me to continue the process she started. I am very much looking forward to it.”
Strengthening public trust
Charity Monitoring Worldwide was founded in 1958 — then still under the name International Committee of Fundraising Organizations (ICFO) — and has fourteen full members and five supporting members across nineteen countries. Together, these organizations oversee nearly seven thousand nonprofit organizations and a total of €99 billion in charitable donations. CMW
is committed to a transparent sector, global cooperation among charity regulators, and the further professionalization of oversight in the charitable sector. All of this is aimed at strengthening public trust in charitable giving.

Harmienke Kloeze (CBF) benoemd tot voorzitter Charity Monitoring Worldwide
Op donderdag 28 mei is Harmienke Kloeze, directeur-bestuurder van CBF Toezicht op Goeddoen, benoemd tot voorzitter van Charity Monitoring Worldwide (CMW). Zij volgt bij het internationale samenwerkingsverband van toezichthouders op goede doelen Ana Benavides op, die de afgelopen zes jaar het bestuur leidde. Kloeze: “Nu is het tijd om door samen op te trekken onze kracht nog beter te gaan benutten.”
Elk jaar komen de leden van Charity Monitoring Worldwide bij elkaar om te vergaderen en kennis uit te wisselen. Dit jaar was het CBF gastheer en werd in Amsterdam een interessant programma opgetuigd. Zo sprak Professor of Philanthropy René Bekkers (VU) over vertrouwen in goede doelen in digitale tijden en liet dr. Lau Schulpen (Radboud Universiteit) zijn licht schijnen over het snijden van overheden in subsidies en de consequenties hiervan voor toezichthouders.
Samen optrekken
Op donderdag vergaderde het bestuur en werd een nieuwe voorzitter gekozen. Harmienke Kloeze, directeur-bestuurder van het CBF, nam de voorzittershamer over van Ana Benavides, in het dagelijks leven directeur van het Spaanse Fundación Lealtad, een Spaanse organisatie die ngo’s accrediteert en trainingen geeft op het gebied van management, governance en transparantie.
Kloeze zit sinds 2021 in het bestuur van CMW. Hoe ziet ze de komende vier jaar als voorzitter voor zich?
“Als netwerk staat CMW stevig,” zegt Kloeze. “Nu is het tijd om door samen op te trekken onze kracht nog beter te gaan benutten. In een tijd van polarisatie, desinformatie en wantrouwen kunnen we met onze data en toezicht bijvoorbeeld helpen feit en fictie over goede doelen van elkaar te scheiden. Ik ben ervan overtuigd dat de sector er baat bij heeft als bestuurders – nationaal, maar ook op internationaal niveau – en donateurs de sector scherper in beeld krijgen. Als voorzitter van CMW hoop ik hierin een constructieve rol te gaan spelen.”
Fundament gelegd
Ana Benavides zat acht jaar in het bestuur, waarvan zes jaar als voorzitter. Ze is dankbaar voor het vertrouwen dat de leden haar hebben gegeven. “Maar ook voor al het werk dat in het bestuur is verzet,” zegt ze. “CMW heeft geen staf. Als bestuursleden doen we het werk zelf. Ik ben er trots op dat we de afgelopen jaren een stevig fundament onder de organisatie hebben gelegd. Er is structuur aangebracht en we hebben criteria geformuleerd voor het lidmaatschap van CMW. Dit interne werk zie je van de buitenkant niet, maar het is daarom niet minder belangrijk. Het stelt de organisatie in staat om nu de volgende stappen te gaan zetten.”
“Onder Ana is er veel voorbereidend werk verricht,” valt Kloeze haar voorgangster bij. “Er kwam een nieuwe naam die de lading beter dekt en de deuren zijn voorzichtig opengezet voor ‘friends’. Dat zijn leden die nog niet alle principes volgen van de volledige leden. Ze kunnen wel aansluiten en aan een aantal activiteiten meedoen. Ana is ook met e-learningtrajecten voor leden gestart. Het is nu aan mij om het proces dat door haar is ingezet voort te zetten. Daar heb ik veel zin in.”
Vergroten geefvertrouwen
Charity Monitoring Worldwide (CMW) is opgericht in 1958 – toen nog als International Committee of Fundraising Organizations (ICFO) – en heeft veertien volle leden en vijf ondersteunende leden in negentien landen. Samen houden deze organisaties toezicht op bijna zevenduizend non-profitorganisaties en in totaal 99 miljard euro aan geefgeld. CMW zet zich in voor een transparante sector, wereldwijde samenwerking tussen toezichthouders en de verdere professionalisering van het toezicht op goede doelen. Dit alles met als doel het geefvertrouwen van donateurs te vergroten.
